제주 LNG인수기지 주변마을 지원관련 제도적 방안

Abstract

Jeju has been using LPG as the main heating fuel contrary to the LNG of main land Korea. There are a number of opinions that Jeju also can use LNG instead of LPG, which is known as relatively high-cost and non eco-friendly heating fuel. Through the various discussion on constructing “LNG Receiving Terminal of Aewol Harbor, the Jeju Special Self-Governing Province finally takes the permission of constructing the facilities from the central government. Now the LNG Receiving Terminal of Aewol is under the construction. The most important issue ,among the many cases, has been known as the supporting plan over the several years for the Aewol town around the facility. The support level from the central government make it a rule to give fair aid to local residents around the LNG Terminals of existing regions such as Pyungtaik, Samchuk etc. based on the the same criteria. The would-be compensation level from the central government to Aewol town is not expected to be satisfactory, judged from the population size and other conditions of Aewol. Accordingly, this is right time that we should take into account the supplementing institutional device for the support from the local government to the Aewol residents in addition to that of the central government. Faced upon the issue above, this paper analyzes current status of various conditions of Aewol area, examples of aids to the regions around the existing LNG facilities, examining the related laws. Finally, the paper suggests the province ordinance on the support to local resident of Aewol town.
