우리나라 중등교육제도의 변화원인에 대한 분석: Oliver의 탈제도화이론을 중심으로

초록

본 연구는 Oliver의 탈제도화이론을 적용하여 우리나라 중등교육제도의 변화원인을 분석하였다. Oliver의 탈제도화이론은 제도변화의 원인분석에 적합한 이론체계를 가지고 있다. 이 이론에 의하면 제도변화의 원인은 정치적 요인, 기능적 요인, 사회적 요인으로 구분한다. 이러한 논리적 틀을 적용하여 본 결과, 우리나라 중등교육제도의 변화원인은 다음과 같이 분석되었다. 중학교무시험입학제도의 채택원인은 기능적 요인에 기인하고, 중학교무시험입학제도에서 고교평준화제도로의 변화원인은 정치적 요인에 기인하는 것으로 분석되었다. 고교평준화제도에서 교육개혁제도로의 변화원인으로는 사회적 요인에, 교육개혁제도에서 과외규제조치 위헌판결이후 제도변화원인은 정치적 요인과 기능적 요인에 기인하는 것으로 분석된다. 전반적으로 평가할 때, 우리나라 중등교육제도변화 원인은 정치적 및 기능적 요인에 기인하며, 상대적으로 사회적 요인은 약한 것으로 분석된다. 이상과 같은 연구결과로부터 얻은 시사점은 우리나라 중등교육제도변화에 학부모와 전문가집단이 강력한 영향을 미치는 집단이었으며, 정부는 정치적 차원에서 학부모들의 입장을 반영할 수 밖에 없었기에 교육문제에 대한 근본적･합리적 차원의 접근은 어려웠던 것으로 분석된다.
