Abstract

Energy is crucial as it is directly linked to national survival and security. As a means of establishing energy security, there is increasing interest in renewable energy as an alternative to fossil fuels, which contribute to environmental problems. To secure energy resources, many countries utilize Official Development Assistance (ODA) as a strategic tool. This study focuses on the perspective of donor countries and proposes the hypothesis that countries with abundant fossil fuel resources, such as oil and natural gas, as well as renewable energy, receive greater amounts of ODA. To test this hypothesis, we analyze panel data on American ODA provided to 131 recipient countries from 2000 to 2023, using a random-effects Tobit model. The findings indicate that the United States provides more ODA to recipient countries with significant oil and renewable energy resources. By presenting ODA as a strategy for energy security, this study contributes to existing research on national efforts and strategies aimed at enhancing energy security.
