인도네시아의 재난방재관리체계 연구: 재난의 특성, 제도적 혁신, 정책실행의 문제점

초록

이 논문은 인도네시아의 자연재난 특성과 제도적 혁신 그리고 재난방재정책의 문제점을 다각적으로 분석하였다. 이러한 분석을 통하여 인도네시아 정부가 SFDRR에서 규정한 4대 핵심과제를 얼마나 잘 수행하고 있는지 그리고 정책실행의 문제점은 무엇인지를 밝히고자 하였다. 인도네시아는 태평양 연안의 불의 고리(Ring of Fire)에 위치하여 전통적으로 화산, 지진과 쓰나미, 연무 등의 재난을 당하여 왔다. 최근에는 지구온난화의 영향으로 홍수, 가뭄, 태풍, 산사태 등의 피해가 증가하고 있다. 2004년의 수마트라 쓰나미 사태 이후에 인도네시아 정부는 대대적인 제도 및 기구 개혁을 실시하였다. 2007년에 재해극복법(UUPB)를 제정하였고 2008년에는 중앙과 지방에 재난관리 기구(BNPB와 BPBD)들을 설립하였고 재난자료 및 정보 데이터베이스(DIBI)를 구축하는 등 SFDRR에서 규정한 첫 번째와 두 번째 아젠다를 매우 충실하게 실행하고 있다. 그러나 이러한 제도혁신과는 다르게 정책실행 과정에서는 여전히 재원부족과 공무원들의 비효율성 등의 문제점을 노출하고 있다. 재난관리 재정은 GDP의 0.3%에 불과하여 SFDRR이 요구한 1%에 크게 미달하고 있으며 기존에 설치되어 운영 중인 재난방재 기구들이 관리가 허술하고 고장이 잦어 재난의 예방과 복구에 허점을 드러내고 있는 상황이다. SFDRR에서 규정한 세 번째 및 네 번째 아젠다는 아직 충족시키지 못하고 있는 실정이다. 이러한 다각적인 문제점을 명확하게 보여주는 사례가 재난대비 조기경보체제(EWS, Early Warning System) 운영이다. 인도네시아는 17,000여개의 섬으로 이루어진 전형적인 군도국가이기 때문에 재난 EWS의 실험장이라고 할 수 있다. 현재 인도네시아에는 지진, 쓰나미, 홍수, 산사태 등에 관한 EWS가 실험적으로 운영되고 있다. 그러나 대부분의 재난 EWS가 기술력과 관료들의 역량 부족으로 효과적으로 운영되지 못하고 있다. 이러한 맥락에서 ICT 강국인 한국정부와 기업들이 인도네시아 재난 EWS 시장에 진출하는 것은 두 나라 모두에게 큰 이익이 될 것으로 판단된다. ODA를 활용한 양국의 재난방재 협력을 구체화하기 위한 후속연구가 필요하다고 생각된다.

Abstract

This paper analyses Indonesia's natural disaster types and government's disaster prevention policy, particularly after the 2004 Aceh Tsunami disaster. The Aceh disaster provided a momentum to reform disaster prevention facilities and instituions in Indonesia. The government enacted a special law on Disaster Prevention(UUPB) in 2007 and established a special government disaster prevention ministry: National Authority of Disaster Prevention(BNPB), which is a control tower of disaster management. The government also established local disaster prevention institutions in all provinces and cities. However Indonesian government's efforts to reform the facilities and institutions did not guarantee of effective disaster prevention due to the lack of budget, technologies and bureaucratic capacities. The operation of Tsunamai EWS in Sumatra has been an obvious example in this case. This paper finds out that in implementation of SFDRR, Indonesian government has focused on Agenda 1 and 2, while Agenda 3 and 4 has been neglected. Based on Indonesia's disaster types and policy problems, this paper suggests that Korean government and firms would better to increase engagement in Early Warning System development in Indonesia.
