본 연구는 2015-2024년 기초자치단체에서 발주한 지역 기록화 사업 306건을 분석하고, 증평기록관을 주요 사례로 검토하였다. 지역 기록화 사업은 2019-2021년에 급증한 후 조정 국면을 보였으며, 주제는 공간에서 문화, 역사 영역으로 확장되었다. 수행 주체는 박물관, 도시건축 부문이 다수를 차지했으나, 기록관 주도의 특화 사업이 2020년 이후 나타나기도 했다. 증평군은 기록관이 단일 주도하여 예산 확보, 주민 기록가 양성, 온·오프라인 기반 조성, 전시·콘텐츠 등 기록활용을 통해 지속가능한 지역 기록화 모델의 가능성을 보여주었다.
Abstract
This study analyzes 306 local archiving projects commissioned by basic local governments in Korea between 2015 and 2024, and examines the case of the Jeungpyeong Archives as a major example. The findings show that local archiving projects increased rapidly between 2019 and 2021, followed by a period of adjustment. In terms of themes, the projects expanded from an initial focus on space to broader domains of culture and history. With respect to implementing agencies, museums and urban architecture departments accounted for the majority, while archive-led specialized projects emerged after 2020. The Jeungpyeong case is particularly noteworthy in that all projects were consistently directed by the local archives. Through stable budget acquisition, the training and support of citizen archivists, the establishment of both physical and digital infrastructures, and the development of exhibitions and cultural content, Jeungpyeong demonstrated the potential of a sustainable local archiving model.
