본 논문은 지방기록물관리기관의 민간기록 수집 및 관리 현황을 분석하고, 제도적·실무적 개선 방안을 제시하는 데 목적이 있다. 경남기록원, 서울기록원, 청주기록원을 사례로 하여 조례, 정책, 관리 실태를 비교 분석하였으며, 민간기록 관리의 현황과 문제점을 실증적 데이터와 기관별 정책 분석을 통해 도출하였다. 연구 결과, 민간기록 관리의 제도적 기반이 미흡하고, 수집 정책 및 관리 매뉴얼의 부재, 수집 결정 및 처분 절차의 불명확성, 지역민과의 교류 및 서비스의 한계 등이 확인되었다. 이에 따라, 민간기록 관리의 표준화와 지역 친화적 정책 수립, 실무 매뉴얼 개발, 수집기록의 적극적 공개, 지역 단체와의 연계·협력 강화가 지방기록물관리기관의 핵심 과제임을 제안한다. 본 연구는 민간기록 관리의 실질적 개선을 위한 기초자료를 제공하며, 향후 지역기록관리의 발전 방향에 시사점을 제공한다.
Abstract
This study analyzes the current status of the collection and management of private records by local archival institutions in Korea and proposes institutional and practical improvements. Focusing on the cases of the Gyeongnam Archives, Seoul Archives, and Cheongju Archives, the research compares and examines relevant ordinances, policies, and management practices. Through empirical data and policy analysis, the study identifies key issues such as insufficient institutional foundations, the absence of collection policies and management manuals, unclear procedures for collection decisions and disposal, and limitations in community engagement and record services. Based on these findings, the study suggests that standardization of private record management, development of community-oriented policies, preparation of practical manuals, proactive disclosure of collected records, and enhanced collaboration with local organizations are essential tasks for local archival institutions. This research provides foundational data for the practical improvement of private record management and offers implications for the future development of community-based archival practices.
