기본소득 담론의 이념적 지형: 이슈 소유권의 변화 가능성을 중심으로

이 연구는 한국 정치권에서 기본소득 담론이 어떻게 전개되었는지를 살펴보면서, 기본소득에 대한 유권자의 태도의 결정 요인으로서 정당일체감을 주목한다. 제19대 대선을 기점으로 주요 정치 의제로 부상한 기본소득 논의는 더불어민주당이 주도하였지만, 원래 이 의제를 처음 제기한 정치집단은 현재 정의당 계열 정치인들이다. 만약 다른 집단에 비해 정의당 지지자가 기본소득에 우호적이라면 한번 형성된 이슈 소유권이 안정적으로 유지됨을 시사해줄 것이다. 반대로 다른 집단에 비해 더불어민주당 지지자들이 기본소득에 우호적이라면 이슈 소유권의 변화가 정의당에서 더불어민주당으로 이루어 졌다고 판단할 수 있다. 2018년 한국종합사회조사 분석 결과, 정의당 지지자들의 기본소득에 대한 태도가 상대적으로 우호적임을 확인하였다. 이 결과는 유권자들 특정 이슈를 처음으로 제시한 정당을 그 이슈와 연관지어 기억할 가능성이 높다는 것을 의미한다.
Abstract
The present study examines South Koreans’ attitudes toward universal basic income, focusing on the roles of party identification. Universal basic income is a novel political issue, which was originally raised by the Justice Party, a left-wing political party in South Korea. However, universal basic income drew public attention only after a major center-left political party, Democratic Party of Korea, made it salient in the context of the 2016 local election. Using the 2018 Korean General Social Survey, this study reveals that issue ownership in the voters’ minds remains stable: those identified with the Justice Party are more likely to hold favorable attitudes toward universal basic income than other partisans and non-partisans.
