Abstract

This article examines the forestry of the late Joseon Dynasty and the Geumsonggye(Meeting to ban cutting down pine trees), the Japanese colonial period and the Aerimgye(A group that loves the forest), the forestry Cooperative of the US military government and the Rhee Syngman government, and the forestry Cooperative of the Park Chung-hee government. The points of interest in this article are the areas of coexistence between humans and forests, the sympathy of village residents, and the participation of the people. This article focuses on the forestry of the Park Chung-hee government. The forestry system of the Park Chung-hee government can be said to be an expanded form of the Geumsong-gye, which was created in the rural areas of the late Joseon Dynasty. The forestry system of the Park Chung-hee government can be seen as an administrative system that replaced the local gentry, the village headman representing residents, afforestation projects, four-way control projects, institutionalization, and alternative fuels, on top of the Confucian concept of public land, the sum of the upper and lower classes of the Sangcheon and the Yangban, the reestablishment of the rural order, and mutual inspection, etc. The forestry system of the Park Chung-hee government had an environmental ethical aspect, that is, a coexistence area, and a sympathy for the coexistence of humans and forests. It can be seen that the fact that forestry village residents were given the same rights and obligations regarding forest resources encouraged voluntary participation.
