정부와 언론의 관계는 오랫동안 정치 커뮤니케이션과 홍보학의 중요 연구과제 중의 하나였다. 그러나 정부조직에 대한 접근의 어려움으로 인해 실증적인연구는 제한적으로 진행되었다.본 연구는 정부조직의 공직자가 인식하는‘이상적인’정부와 언론의 관계와‘실제’ 정부와 언론의 관계를 조사하였다. 또한 공직자의 언론관계에 대한 인식에 영향을 미치는 변인으로서 언론에 대한 공직자의 불만사항과 공직자의 언론홍보에 대한 전문성을 분석하였다. 연구결과에 따르면, 노무현 정부의 공직자들은 이상적인 정부와 언론의 관계는 견제와 공생으로,실제 관계는 적대와 견제로 인식하였다.언론의 정확성결여와 객관성 부족 등이 언론에 대한 주요 불신의 이유로 나타났다. 공직자와언론인의 관계는 협조적이지도 비협조적이지도 않은 공식적인 관계로 파악됐다. 언론홍보에 대한 전문성은 홍보부서의 공직자가 정책부서에 비해 다소 높은것으로 나타났다.
Abstract
Though the relations between government and press has been the important research topic in both journalism and public relations, the empirical studies dealing with it were limited. This research explores government officials’ perceptions about the nominal(ideal) and the real relations between government and press through surveying two government officials groups(policy staffs and PR staffs). Results show that the ideal relations between government and press was checks and cooperation, but the real relations was antagonistic in Noh moohyun government. The relationship between journalists and officials was just official neither friendly nor antagonistic.
