ウクライナにおける「東西分裂」の実相 ―ユーロマイダンから東部危機に至る質的変化を事例に―

2013年11月より現在に至るまで、ウクライナ情勢はいまだ解決の糸口が見つかっていない。クリミアは事実上ロシアの施政下にあり、東部ドンバス地方の武力衝突も収束していない。国民の意識や社会の実際の状況がいかなるものであれ、現実にウクライナの「分裂」状態は維持されている。このような状況に鑑みて、本稿では改めてユーロマイダンからクリミア、東部危機に至る経緯とその要因について、現代ウクライナ社会の「東西分裂」という観点から論じることを試みた。「東西分裂」については従来から広く議論されているテーマであるが、今般のいわゆる「3つの危機」においても、「東西分裂」概念はその現象の質的変化の点で密接に関連しているように思われる。このような問題意識と仮説のもとに考察を行った結果、ユーロマイダンが政権への不満と反発を原動力とした市民による社会運動であったのに対して、クリミア危機と東部危機とは、地域の権力者やエリートなどの政治的アクターの行動によって事態が進展、規定されていく側面を有していたことが観察された。したがって、ウクライナ国内の社会的「東西分裂」との関連性は低いものと認識すべきだと考えられる。一方で、ウクライナの「東西分裂」におけるもっとも大きな弊害とは、何よりもロシアの存在と影響力の大きさによってもたらされる国内外の重層的な対立構造である。また、別の角度からは、ウクライナにおける携帯電話とインターネットの普及、人口構成などの社会環境の変化が、社会意識の変化を牽引することで、ユーロマイダンのような現象が生じた可能性が示唆されている。このような社会意識の変化もまた現代ウクライナ社会の特徴とも言える。情勢はいまだ流動的であり、クリミアやドンバスが未承認国家のようなかたちに帰結する可能性も否定できない。そうだとすればなおさら「東西分裂」の実態と有り様、ロシア、欧米をはじめとする国際政治アクターがもたらす影響、あるいは政治と現実社会の乖離という現象に対する深い考察が必要であろう。
Abstract
The aim of this paper is to clarify the actual conditions that explain the so called “East- West Division” in current Ukraine, based on an analysis of previous research and qualitative data, especially focused on a period from EuroMaidan to the War in Donbass (Eastern Ukraine). From November 2013 up to the present, Ukrainian Crisis still goes on and a way of solution has not been found yet. Crimea is under Russia’s de facto administration, and armed conflict in Donbass (Eastern Ukraine) region is escalating with no prospect of resolution in near future. Whatever public consciousness and actual situation of society is, the “division” condition of Ukrainian society has a significant impact on the reality. Based on above-mentioned situation, this study aims to explore the processes and factors, which led to the Crimean, Eastern crisis from the viewpoint of “East-West division” of current Ukrainian society. The analysis suggests that EuroMaidan happened to achieve the drastic political reforms in its essence, however Crimean and Eastern crisis should be defined as political phenomenon, which includes the external factors. In other words, there was a significant qualitative change in their processes. In connection with this point, involvement of multi- level actors played an important role in formation of East- West image. And such artificial images significantly influence the Ukrainian reality. At the same time, analysing changes in the social environment of Ukraine from a different angle, it can be argued that such factors as mobile phone and internet penetration, alteration of demographic structure and so on, led to the change of social awareness, and made it possible to achieve EuroMaidan. In conclusion, this paper suggests that we need a deep consideration of actual conditions of “East-West division", the phenomenon of divergence between politics and real society, as well as international political actors such as Russia or European countries that bring them considerable impact on the ongoing political processes.
