도시재생사업과 문화도시사업을 통해 본 문화다양성의 위상과 과제: 42개 사업에 대한 약식문화영향평가를 바탕으로

Abstract

This study aims to examine the relative status of cultural diversity value ​​in urban regeneration and cultural city projects compared to other cultural values, and to discover the implications of the findings for cultural diversity policies. The main objects of analysis are a total of 42 brief cultural impact assessments and the supplementary objects are a total of 62 specialized cultural impact assessments. The analysis is mainly based on descriptive statistics of the mean and standard deviations of each indicator (variable), and the paired sample t-test, independent sample t-test, and factor analysis are used as the auxiliary methods. The results can be summarized as follows. First, in the brief assessments, the experts gave the lowest point among all indicators (variables) on cultural diversity consideration and cultural diversity impact in both the urban regeneration and the cultural city projects. Second, in the brief assessments, the local government policy managers evaluated the cultural diversity impact of their plans extremely positively overall. Third, in the specialized assessments, the average cultural diversity impact appeared to be the lowest among all indicators. Fourth, in the brief assessments, the experts highlighted cultural diversity as the weakest area among all areas, but the local government policy managers regarded cultural heritage and landscape as the weakest areas. Fifth, in the brief assessments, many experts deemed that programs related to cultural diversity among the project contents were relatively insufficient. Based on these facts, this study suggested the following five policy directions in the formulation of various projects, plans, and policies including urban regeneration, cultural city, and cultural impact assessments: 1) easier and clearer definition of cultural diversity concept, 2) conducting and sharing diverse studies and surveys on the types and cases of cultural diversity phenomena appearing in Korea, 3) faithful basic research on cultural diversity, and protection and respect for cultural diversity, 4) educating related persons on the social value and importance of cultural diversity, and 5) identifying exemplary plans or projects related to cultural diversity and providing them to the officials involved.
