본 연구는 지역사회에서 문화다양성에 대한 시민들의 인식 및 이해를 증진시키기 위한 지방자치단체의 역할을 모색한다. 이를 위해 고양시 사례를 중심으로 문화다양성에 대한 시민들의 개인적 인식과 지역사회에 대한 인식을 토대로 문화다양성 정책 방향성을 도출하고자 하였다. 고양시 지역에 거주하거나 근무하는 만 19세 이상의 일반 시민 800명을 대상으로 실시한 설문조사를 토대로 도출한 연구결과와 시사점은 다음과 같다. 첫째, 지역사회 안에서 문화다양성의 가치와 개념을 알리는 홍보가 필요한 것으로 나타났다. 둘째, 지역에서 문화다양성 프로그램을 기획할 때, 지역에 존재하는 갈등요인이 무엇인지 파악하는 일이 필요하다. 셋째, 지역의 문화예술 정책 지원을 통해 지역과 시민의 문화다양성 역량을 증진시킬 필요가 있다. 넷째, 시민들이 참여하는 문화예술 활동의 경우 내용과 참여 방식의 다양화가 필요하며, 문화예술 활동에 소외되어 있는 대상을 위한 지원 방안이 마련되어야 한다. 고양시 사례를 통해 살펴본, 지역에서의 문화다양성 정책은 지속적이고, 장기적인 관심과 실천적 노력을 바탕으로 실현될 수 있다. 범정부적 차원에서 뿐만 아니라, 지역 차원에서의 문화다양성 관련 정례적 조사 및 연구 수행이 필요함을 제안한다.
Abstract
This paper investigates the role of basic local governments in how they should proceed in carrying out cultural diversity policies. Based on citizens' perception of cultural diversity, the direction of cultural diversity policy is derived. The survey was conducted with 800 ordinary citizens aged 19 or older who were living or working in the city of Goyang-si. The differences between the groups were derived through the t-test and analysis of variance (ANOVA) methods of analysis. First, it was discovered that publicity is necessary to disseminate the values and concepts of cultural diversity within the community. In the case of Goyang-si, the respondents understood and agreed on the concept or meaning of cultural diversity, but they understood little about the need for it. Second, when planning cultural diversity programs in the region, one should understand what conflict factors exist in the region. Regarding Goyang-si, the respondents perceived regional conflicts and generational conflicts as the biggest problems and saw them as insufficient for Goyang-si’s policy on the phenomenon. It is likely to be necessary to give ordinary citizens many opportunities to participate in cultural diversity projects, education, and activities to make them experience their local government’s policies on social phenomena. Third, it is necessary to promote the cultural diversity of the region and its citizens through the support of local cultural and art policies. As a result of the Goyang-si survey, the respondents who spent their money on the cultural arts had a higher acceptance of social and cultural phenomena than those who did not spend on any arts at all. Therefore, it would be more effective to connect cultural arts policy support to promote cultural diversity. Fourth, a local policy is needed to diversify the content and forms of participation in cultural arts activities in the region; a policy of support should be provided for the promotion of the participation experience for those who are alienated from cultural arts activities. In the case of Goyang-si, the cultural and artistic experiences of the people mostly included going to the movies, and visiting local festivals as well as historical and cultural sites. This indicates a need for diversification in the contents and ways of participation for the activities.
