Abstract
The current self-governing police system—introduced mainly to decentralize police powers and deliver community-based policing services—has run up against several limitations, and some observers argue that a dual (two-track) self-governing police model would solve these problems. Against this backdrop, the present study seeks to pinpoint a balance between the system’s decentralizing values and its operational efficiency, and to propose ways forward. To that end, it reviews existing typologies and developmental theories of self-governing policing, then offers institutional development strategies for an effective and well-balanced system. As Proposal 1, the study treats supplementing and improving the current framework as a lower-priority option and instead puts forward a fully self-governing police system at the metropolitan (wide-area) level. It also recommends establishing a (tentatively named) “Regional National Police Agency” to provide support for—and exercise oversight over—the self- governing police forces.
