Abstract

In the case of the evaluation of risk, experts have a high tendency to correlate this risk with estimates of annual fatalities. However, the public judgements of “risk” are related to hazard characteristics (for example, catastrophic potential, threat to future generations). It means that the risk estimation of the public tends to differ from experts’ estimates of annual fatalities. As a result, the difference in perceived risk between experts and the public may result in a grave situation which may cause the ordinary people in information asymmetry to experience serious economic losses. If, expecially, professional providers of goods and services are in a variety of unethical behaviors, this bad situation will become worse. This paper attempt to describes such a bad situation with the model of guard-rail, and define it as ‘The Paradox of Guard-rail’. In this paper, we provide ‘Saving Bank Affairs of mis-selling of subordinated bonds to bank customers in 2011’ as an example of ‘The Paradox of Guard-rail’. Thus, we succeed in confirming that experts’ ethical behaviors is most important for resolving a problem related with asymmetry information, such as ‘The Paradox of Guard-rail’.
