Abstract

With the pandemic continuing around the world since January 2020, there has been constant controversy over whether the entire nation should be vaccinated or how intense social distancing should be. Many view that it is reasonable to rely on experts to make responsible decisions on this controversy. And they don't think that relying on a small number of experts to make policy decisions will undermine democratic legitimacy. Expert trust is premised on judging that a small number of policy decisions are compatible with democracy. Nonexperts acknowledge the authority of experts and trust their expertise in the field, so it can be said that decisions based on them are reliable and guarantee democratic legitimacy. This paper deals with how epistemic trust in experts occurs and is justified in a pandemic situation. This paper raises the following questions. Why are experts trusted? Is trust in experts really reasonable? And which side should I trust when there is disagreement among experts? What kind of experts should non-experts trust when experts disagree?
