Abstract
Recent efforts to improve efficiency and effectiveness in public sector organizations have focused on performance management. The purpose of this study is to investigate whether performance management and decentralization affect performance measures and organizational performance in public sector organizations. Findings of this study could be summarized as follows; Both performance management and decentralization is statistically positively associated with more extensive performance measures. This study find that public sectors with more extensive performance measures have higher organizational performance. This result holds regardless of the public sector's performance management and decentralization. These different types of performance measures have an incentive to concentrate on public sector's activities, and greater performance measures can reduce such dysfunctional effects. In addition, the match between performance measures and performance management and decentralization is associated with higher performance. These findings have implications for the importance of public sector's proper choice for different types of performance measures in a perspective of performance management and decentralization.
