Abstract

This study analyzes the territorializing process of an informal settlement, Guryong village located in Seoul, South Korea, under the context of speculative urbanism. It explores the dominating role of the urban poor as well as the role of two other actors, a private developer and a local government. This study argues as follows. First, the urban poor plays a significant role in the process of the village’s (de)territorialization with its own residential organization. Development-oriented territorializing practices of the organization provoke political intersections of three agents, which come to reveal the dynamics in the makings of an informal settlement. Second, capabilities and limitations of three agents are fully understood when highlighting the village under the speculative urban context that disciplines their spatial strategies. The development as a common denominator empowers the urban poor cooperating with the developer while leaving the local government with a dilemma concerning the urban informality. This highlights the informal settlement as a socially constructed and politically contested urban space. By providing intriguing insights into the politics of informal settlement, this study contributes to the academic field of political and urban geography.
