Abstract
This study dismantles the dichotomy of formality and informality by revealing that the informal urban landscapes such as street vendors is a political product of formal and informal actors’ contention and spatial strategy. Using the street vendors at BIFF Square in Busan as a study area, 20 major actors associated with the street vending were interviewed and field surveys were conducted. The results of the study are as follows. First, the formation of street vending landscape at BIFF Square was the result of the state’s strategic decision in the conflict between the value of accepting street vendors and the value of illegally defining street vendors. Second, informality is a process that constantly changes according to policies and plans of the state. Street vending was temporarily allowed at BIFF Square, but they were subject to regulation due to economic growth. The ‘New Order New Life Action Campaign’ strengthened the informality of street vendors. However, third, the street vendors at BIFF Square did not passively respond to the national strategy, but sought to alleviate the informal conditions imposed on the street vendors through the ongoing negotiation of values with the public actors. Fourth, the boundary between the formality and informality surrounding the street vendors is gradually blurring, as the store merchants, public sector actors, and companies that recognized the positive impact on the local economy of the street vendors actively utilize them beyond implicitly allowing them.
