초록
This study analyzes the failure factors of South and North Korea’s joint bid for the 2032 Summer Olympics, especially focusing on the Policy Implementation Process. The study employs policy implementation theory to present the following factors as a framework for analysis: 1) policy itself, 2) policy organization, 3) policy target, and 4) environment. The analysis results based on these factors are derived as follows. First, there was ambiguity regarding whether the primary goal of the policy was to jointly bid for hosting the 2032 Summer Olympics or merely to improve inter-Korean relations. This uncertainty led to confusion during the implementation process, with different organizations pursuing divergent objectives. Second, the absence of strong leadership within the policy promotion system contributed to challenges in cooperation among various implementing organizations. Third, North Korea’s uncooperative attitude was a critical failure factor in the promotion of the joint bid. Lastly sudden changes in regulations by the International Olympic Committee emerged as a critical external variable affecting policy implementation. Given these findings, it is suggested that regardless of the state of inter-Korean relations, a long-term and continuous strategy for dialogue and negotiation with North Korea should be developed. Additionally, there must be smooth organic cooperation among the organizations that implement the policy. To achieve this, a strong focal point for policy implementation should be established to respond timely to internal and external environment.
