남북한 스포츠 교류에 관한 기존 연구들은 남북 스포츠 교류의 결정요인으로서 체제 속성과 정권의 성격을 제시하고 있다. 이러한 지적은 일견 타당하지만, 같은 시기 같은 정권 아래에서도 기존의 결정 패턴과 궤를 달리하는 정책 결정 사례들이 존재한다. 본 논문은 남북한 스포츠 교류에 관한 기존 연구 결과가 제시하는 정책 결정의 패턴과 일치하지 않는 사례들에 대한 검토를 통해 남북한 스포츠 교류의 전략적 선택구조를 파악하는 것을 목적으로 한다. 본 논문이 채택한 사례들은 2014년 인천 아시안게임과 2032년 서울･평양 공동올림픽 개최와 관련된 북한의 정책 결정 과정이다. 사례 분석에 있어 본 논문은 전망이론의 논리구조를 동원하고 있으며, 영역효과와 직관적 경험칙의 개념을 활용한다. 분석의 결과 남북 스포츠 교류에 있어 비슷한 조건 아래에서 다른 결정이 내려지는 것은 영역효과에 영향받은 정치적 의지의 작동 때문임을 밝히고 있으며, 이로써 정책 결정자가 갖는 인식의 중요성을 부각하고 있다. 이러한 연구는 ‘비슷한 조건 아래에서는 비슷한 결정이 내려진다’는 합리적 선택이론의 전제가 언제나 맞는 것은 아니며, ‘동 행정부 혹은 동일 조건 아래에서도 (정책 결정자의 인식에 따라 동일 제안에 대한) 상반된 정책 결정’이 내려질 수 있음을 보여준다. 본 논문의 시도는 남북관계에서 한국 정부가 종종 노출하였던 대북 접근 태도, 즉 우리가 북한에 무엇인가 이득을 제공한다면 북한은 이를 받아들임으로써 관계가 진전될 수 있을 것이라는 합리성 가정에 근거한 대북 접근 자세의 점검 기회를 제공함과 동시에, 북한과의 협력 추구에 있어 진정 집중해야 할 요인들이 무엇인가를 밝혀내는 데 도움을 줄 수 있을 것이다.
Abstract
Existing studies about the South-North sports exchanges argue that they were influenced by the systemic factor and the characteristic of the governments. We cannot deny the existence of that kind of tendency, but we can find the cases that go against the previous decisions made under the same period and the same government. The cases of 2014 Inchon Asian Games and 2032 Seoul-Pyongyang Olympics were taken to support the argument. In analyzing the cases, this article adopts the logical structure of the prospect theory and the concepts of frame effect and heuristics. As the results of the analysis, the article shows that the different decision making under the similar condition owes to the work of political will influenced by the frame effect, which emphasizes the importance of the decision maker’s perception. This shows that the assumption of rational choice theory – same decision under the similar condition - is not always right, but instead, different policy decisions can be made under the same government and the same condition. This trial will ask to review the policy attitude of the Korean government based on the rationality assumptions toward the North which frequently expects the affirmative response from the North only by proving something good for the North with its own understandings. This will also help to find out the factors which should be taken into consideration seriously in pursuing cooperation with the North.
