Abstract
This study examines Ganggwannon (On the Royal Lecturer) by Choi Han-gi (1803–1877) to explore how nineteenth-century Joseon’s discourse on the royal lecture (gyeongyeon) shifted from a moral-centered cultivation of virtue to the rationalization of procedure and administrative practice. While previous scholarship has primarily emphasized Confucian moral cultivation and the ideals of virtuous politics, this study approaches Ganggwannon from the perspective that modernity was constituted through procedural and institutional forms— as a systematic mode of organizing social communication and political order. While formally maintaining continuity with the tradition of compiling royal lecture precedents (Gyeongyeon Gosa), Ganggwannon departs from the conventional method of arranging precedents as ethical illustrations. Instead, it reconfigures the royal lecture into an operational apparatus for political education by reclassifying historical examples into four distinct categories: monarchical learning (Jewanghak), the lecturer (Gangwan), lecture procedures (Gang-ui), and administrative regulations (Gang-gyu). Through these four sections, the analysis demonstrates how Choi transformed traditional ethical concepts such as jeongsim (rectifying the mind), seongui (sincerity), and in (benevolence) into a practical language of governance focused on recruitment, selection, and application. In doing so, he redefined the royal lecturer not as a moral preacher exhorting the ruler to virtue, but as a co-responsible participant tasked with discerning matters of contemporary urgency (simu) and designing policy applications. Furthermore, the study highlights that Ganggwannon was authored by an intellectual outside the official bureaucracy, illustrating how external discourse could challenge and redefine the foundations of epistemic authority. Choi proposed procedural coherence and performative competence—the capacity to design and implement public protocols—as the new basis of political legitimacy, moving beyond a reliance on hereditary status or bureaucratic rank. Unlike the traditional emphasis on the admonition of a single virtuous minister, Choi envisioned a deliberative system that integrated and critically examined the opinions of multiple officials. This reconfiguration replaced the sage-king ideology with a rationalized understanding of governance based on form and procedure. Ultimately, this study identifies Ganggwannon as a pivotal text capturing the moment when “form” operated as a constitutive principle of modernity within the late Joseon Confucian order, offering a concrete case study that complements content-centered approaches to East Asian modernity.
