해양관광목적지는 계속되는 해수욕객들의 감소로 인해 새로운 해양관광매력물 제공을 통해서 경쟁력을 제고시킬 뿐만 아니리 이미지 향상도 필요한 시점이다. 대안으로 동적인 해양레저활동을 접목시키려는 노력이 해양도시에서 활발히 진행 중이다. 그러나 지역의 자연환경만 고려하고 지역주민의 정서나 그들의 의견은 정책과정에서 반영되지 않으므로 인해 해양관광목적지의 브랜드가 지역주민의 정체성과 분리되어 이후 관광객과 지역주민간의 충돌이 일어나는 상황이 재현되고 있다. 따라서 본 연구는 해양관광목적지를 대표하는 해수욕장의 특화를 통해 지역 전체를 활성화시키기 위한 전략으로 먼저 지역주민의 수요를 반영한 정책을 실행하고자 가치프레임 분석기법을 도입하고자 한다. 이를 위해 부산의 송정해수욕장을 연구대상으로 지역주민을 구성하는 다양한 이해관계자 집단의 이해관계를 정확히 분석하므로써 올바른 해양관광활성화 정책이 뿌리내리고 지역전체의 정체성 제고가 가능하다. 송정해수욕장 지역의 이해관계자들 간의 갈등관리가 우선시 되어야 하기에 연구방법으로 이해 집단별 인터뷰를 통한 프레임분석을 실시하였다. 본 연구에서는 첫째, 송정해수욕장의 이해당사자들간의 갈등문제에 관련된 갈등 당사자들이 표현하는 언어를 바탕으로 언어네트워크 분석을 통해 구체화하였다. 둘째, 이해 당사자들의 갈등 프레임의 구조가 내포하고 있는 개별적 특성을 분석하고 갈등의 당사자들의 인식 프레임간 공통점과 차이를 비교하여 갈등의 해결방안을 제시하였다. 셋째, 갈등 당사자들의 인식 차이를 세부 프레임 유형을 통해 나누어 비교 분석하고, 분석을 통해 나온 갈등 당사자들의 세부 프레임 유형간의 관계 구조를 바탕으로 이해당사자들 간의 갈등 및 부정적인 인식을 재구성을 통해 갈등 해소를 위한 대안을 제시하였다.
Abstract
Maritime tourism destinations need to improve image as well as enhance competitiveness through development of new marine tourism attraction due to the decrease of the number of passengers. The maritime city is trying to combine dynamic marine leisure activities as an alternative. For this purpose, it is possible to realize clear marine tourism activation policy and improve the identity of local community through the accurate analysis of the interest of the stakeholder groups of local residents in Songjeong beach in Busan. As the conflict management between stakeholders in Songjeong beach area is needed, the value frame analysis was conducted through interviews of interested groups as a research method. In this study, we first analyzed the language network based on the expression language related to the conflict between the stakeholders of Songjeong beach. Second, we analyzed the individual characteristics of the structure of conflict frames of stakeholders and suggested solutions by comparing the differences and similarities between perception frames of conflict parties. Third, we distinguish and compare differences of perception among the conflict parties through the detailed frame type. Based on the relationship structure between the detailed frame types of the conflict parties, we suggested an alternative for conflict resolution by restructuring the conflicts and negative perceptions among the stakeholders.
