Abstract
As the frequency of flooding in the city continues to increase caused by climate change and abnormal weather conditions, the institutional change and response capabilities of local governments are becoming an important issue. In contrast to the increasing needs of citizens as well as habitually flooded areas, structural factors such as large-scale urban infrastructure are difficult to deal with in a short time due to problems in disaster management governance between central and local governments and public institutions. The recent increase in localized torrential rains in summer in South Korea has highlighted the importance and urgency of urban flood management by local governments, and learning from local government flood management case analysis is very timely. The purpose of this study was to confirm that certain conditions of cities were affected even with high rainfall and frequency of typhoons and harsh environmental conditions experienced less flooding and damage in the city center than cities with relatively low rainfall and frequency of typhoons than it. For this reason, a comparative case study was conducted by deriving structural and non-structural factors that determine urban flood management through prior research. This study considers that the SPR (source/pathway/receptor) analysis framework is used to compare and analyze urban flood management, and Hong Kong and Busan are selected as coastal cities with similar topographical backgrounds to provide policy implications to municipalities that need urban flood management. The results of this study are as follows. 1) Despite environmental conditions well-suitable for urban flooding, the structural and non-structural factors of flood management in Hong Kong succeeded in reducing the number of flood vulnerable areas. 2) Hong Kong, which has centralized disaster management governance implementing facility design, construction, operation, and feedback, has a relative advantage in flood management operations and performance derivation compared to Busan. While Busan introduced and operated ICT and integrated management system to effectively communicate disaster information to related organizations, Hong Kong has managed successfully for 20 years with actual reduction in flooded areas as an outcome indicator. 3) In order to reduce flooding in the city center, it is important to increase wastewater capacity by securing related SPR infrastructure, improve SPR systems, coordinate response organizations and governance, investment and effective support such as response manuals and disaster communication systems.
