장애인권리 관점에서 본 장애인활동지원제도의 문제점과 개선방안*

Abstract

This study focuses on policy making process and implementation of the Personal Assistance Service (PAS) for people with disabilities. The study analyzes whether the PAS meets individual needs of the disabled and what’s the problem that needs to be solved. Furthermore, to ensure the right of choice and independent living for the disabled, improvement measures are proposed. Among welfare policies for disabled people, the PAS can provide the most effective solutions for the disabled. To identify problems of this Service and especially to propose effective measures, this study analyzes the policy making process and the situation after the implementation. In fact, this study examines the important issues Were the needs and desires of the disabled completely taken into account at the time of policy making? How the problems found during implementation were resolved? What is the current structure of relationships among all parties involved such as Ministry of Health and Welfare, National Pension Service, Personal Assistance Service institutions, service users and personal assistants of the disabled? How this structure affects the parties concerned? In addition, allocation, benefits, delivery and financesystems are analyzed. To achieve its own purposeof the PAS, guarantee the right of disabled persons and meet individual needs, improvement measures are proposed in this study. It is hoped thatthis Service, a voucher program whose scope widens gradually, can contribute to the independent living, the participation of disabled people in society and their improvement of life quality.
