본 연구는 이용자 주도성 측면에서 현행 장애인활동지원제도를 분석함으로써 제도개선방안을 모색한 것이다 분석결과 서비스는 고용관계와 신체적 활동지원에 한정되어 있으며, 지역사회 시설서비스는 이용할 수 없고, 가족은 활동보조인이 못 되는 등 급여의 다양성은 제한적이었다. 또한 매월 정산을 하여야 하고, 국가가 활동보조인의 임금을 통제하는 등 급여사용의 유연성은 부족했다. 또한 활동지원기관 담당자만 필요한 정보와 중개서비스를 제공하고 있기 때문에 지원서비스 수준도 낮았다. 따라서 보다 사회적 지원을 포괄하는 방향으로, 고용관계를 넘어 다른 사회서비스나 재화를 구입하는 방향으로 급여를 개선할 필요가 있다. 일부 지역사회 시설서비스에 대한 이용 선택이 가능해져야 하고, 공식적인 노동관계를 전제로 가족고용도 필요하다. 정산기간은 반기 이상으로 늘릴 필요가 있으며, 임금계약의 자율성 확보가 필요하다. 또한 별도 지원조직에 의해 무료로 다양한 지원서비스를 제공하는 것이 필요하다.
Abstract
This study is to evaluate the current personal assistance services for disabled people and suggest the improvement plan to intensify the user direction. As a result, personal assistance service seems to be not flexible to users and has no sufficient support system. Therefore, firstly, service needs to broaden the scope of benefits and include the support for social activities and agency based services in the community. Secondly, a family member can be chosen as a care worker if he or she can make a labor contract with user. Thirdly, the period of benefit usage needs to be longer. Finally, separate support agencies should provide various services including information provision and brokerage services for free.
