이 논문은 우즈베키스탄의 민주화 이행의 잠재역량을 검토하고 영국학파의 국제사회 이론을 적용하여 한-우즈베키스탄 관계의 기회와 도전 요인을 검토하는 것이다. 국제정치변동은 대체로 세력정치와 이기주의적 관념이 연관되어 있다. 국제사회에 국제법과 국제규범을 지키도록 강제하는 권위체가 없음에도 불구하고 많은 국가들이 이를 준수한다. 우즈베키스탄의 외교정책도 국제규범, 규칙, 법을 따르려 하고 있는 것으로 보인다. 영국학파는 현실주의와 이상주의 사이에서 국가들이 왜 이런 행위를 하는지 이유를 설명하고 있다. 헤들리 불(Hedley Bull)의 관점에서 보면, 어떤 유형의 사회든 폭력을 방지하고 합의를 지키고 재산권을 보호하기 위하여 규칙이 필요하다. 우즈베키스탄의 외교정책은 헤들리 불(Hedley Bull)의 논리를 따르고 있는 것처럼 보인다. 또 우즈베키스탄은 자신에 대한 러시아의 영향력을 제한하려고 한다. 러시아가 주도하는 국제기구에 가입하려고 하지 않는 것도 자신의 주권이 러시아에 의해 위협받을 가능성을 우려하기 때문이다. 이 논문에서는 최근의 우즈베키스탄의 정책을 분석하고 한-우즈베키스탄 관계의 발전을 위한 기회와 도전을 분석하고 있다.
Abstract
This article assesses Uzbekistan’s democratization movement along with challenges and opportunities for Korean-Uzbek relations from the perspective of the English School’s International Society Theory. International political change is most commonly associated with power politics and materialism. Even though there is no single authority in the international realm to enforce rules, norms, and law, many countries follow international rules, norms, and law. Uzbekistan is among them. International Society Theory explains why. Hedley Bull argues that every society needs rules regarding restraints on the use of force, the sanctity of agreements, and property rights. Uzbekistan’s foreign policy appears to follow Bull’s logic. Uzbekistan tries to reduce Moscow’s influence, avoiding Moscow-led international organizations that it considers a threat to its sovereignty. The article also critically analyses Uzbekistan’s recent policies and challenges and opportunities for Uzbek-Korean relations.
