러시아 북극 원주민의 사회안보와 위협의 안보화 과정

Societal Security of Arctic Indigenous Peoples in Russia and Securitization Process of Threats

초록

이 연구의 목적은 코펜하겐 학파의 사회안보 개념과 안보화 이론에 기초하여, 러시아 북극 원주민의 사회안보 영역과 대상을 규정하고, 위협의 안보화 과정을 분석하는데 있다. 연구 결과에 따르면, 러시아 북극 원주민의 사회안보 영역과 대상은 경제영역에서 삶의 질 하락과 경제활동 축소, 사회 영역에서 집단정체성 상실 위기, 환경영역에서 기후 변화와 환경 오염 등으로 규정할 수 있다. 러시아 북극 원주민 문제의 안보화 과정은 다음과 같은 단계를 거쳐 발전했다. 먼저, 비정치화 단계(1987~1996년)에서 1987년 ‘무르만스크 선언’ 이후 북극 원주민의 권리를 공개적으로 논의하는 것이 가능해지면서, 전국 단위, 지방 및 민족 단위원주민 단체가 잇따라 창설되고, 국제 원주민 단체도 러시아에서 활동을 시작했다. 다음으로, 정치화 단계(1996~2009년)에서 1996년 9월 전국 단위 원주민 단체인RAIPON이 북극이사회의 설립과 동시에 상시 참여자 지위를 획득한 이후 북극 원주민단체는 활발한 국제활동을 통해 러시아 북극 원주민 문제를 국제적 담론 수준으로 끌어올리고, 정보센터 설립 및 원주민의 권리 보장을 위한 법률 제정 추진을 통해원주민 공동체의 역량을 강화했다. 북극 원주민 단체가 기존 정치과정 내에서 사회안보 위협에 대한 해결책을 요구하고, 연방 및 지방정부 역시 이를 기존 정치과정내에서 관리하게 되면서, 러시아 북극 원주민의 사회안보 위협은 정치화되었다. 마지막으로, ‘침묵의 안보화’ 단계(2009년~현재)에서 2009년 초부터 정부는 북극 원주민 단체에 대한 영향력 강화를 시도하고 재정적, 조직적 차원의 압력을 가하기 시작했다. RAIPON의 활동에 대한 특별감사를 실시하고 활동 중지 명령을 내렸을 뿐만아니라, 해외로부터 북극 원주민 단체에 대한 재정지원을 차단하고 RAIPON의 대표및 스텝을 친정부인사로 교체했다. 그 결과 러시아 북극 원주민의 사회안보 위협은수용자인 연방 및 지방정부와 일반 국민에 의해 안보 문제로 규정되지 못해 안보화에실패하게 되었다.

Abstract

The purpose of this study is to define the societal security sectors and referent objects of the Arctic indigenous peoples in Russia and to analyze the securitization process of threats. This study derived from the societal security concept and the theory of securitization of the Copenhagen School. The societal security sectors and referent objects of the Arctic indigenous peoples in Russia are as follows: First, it is the decline in the quality of life and the reduction of economic activity in the economic sector. Second, it is the crisis of collective identity loss in the societal sector. Third, there are climate change and environmental pollution in the environmental sector. The process of securitization of threats on the Arctic indigenous peoples in Russia developed through the following steps: First, the non-politicization phase (1987-1996). As it became possible to openly discuss the rights of the Arctic indigenous peoples after the 1987 “Murmansk Declaration,” RAIPON as indigenous peoples’ national umbrella organization, local and ethnic groups were established one after another. Besides, some international indigenous organizations have also begun their activities in Russia. Second, the stage of politicization (1996-2009). RAIPON gained permanent participant status upon the establishment of the Arctic Council in September 1996. Since then, the Arctic indigenous organizations have strengthened the capacity of the indigenous communities through raising societal security issues of the Arctic indigenous peoples in Russia at the level of international discourse. They established an information center and pushed for legislation to guarantee the rights of indigenous peoples. The societal security threats of the Arctic indigenous peoples in Russia have become politicized as the Arctic indigenous organizations demand solutions to societal security threats within the existing political process, and the federal and local governments also manage them within the existing political process. Finally, it is the “silenced-securitization” phase (2009~present). Since early 2009, the government has attempted to strengthen its influence on the Arctic indigenous communities and started putting financial and organizational pressure on them. In addition to conducting a special audit of RAIPON's activities and ordering the suspension of its activity, the government also blocked financial support for the Arctic indigenous organizations from abroad and replaced RAIPON’s representatives and staffs with pro-government personnels. As a result, the societal security threats of the Arctic indigenous peoples in Russia have failed to be determined as security issues by the audience: the federal and local governments, and the general public.
