Abstract

This study was conducted with the aim of exploring points of contact where Korea and Russia can cooperate in the Arctic amid the tense international situation where the United States and Russia are in conflict. One of the important goals of the Arctic policy established by Russia in 2020 is to improve the quality of life of residents in the Arctic region of the Russian Federation and to accelerate economic development in the Arctic region. The results of the research and analysis show that the socio-economic situation in the Russian Arctic has not improved significantly over the past five years. In addition, the following socio-economic areas were found to be quite poor in most areas of the Arctic: the rate of extreme poverty and unemployment is quite high, population outflow is still severe and the population is rapidly decreasing, the proportion of profitable enterprises is quite low, the production of goods and services is very low, the total sales of small and medium-sized enterprises are low, and the proportion of small and medium-sized enterprises and self-employed workers is very low. If Korea can cooperate to improve the situation in these socio-economic areas, which Russia has set as an important goal of its Arctic policy but has not achieved results, that would be the best way to maximize the effect of cooperation. Currently, cooperation between countries and large corporations is difficult due to the complex international situation, but cooperation between local governments and investment at the level of small and medium-sized enterprises for ethnic minorities and Arctic residents is possible. This will become the cornerstone for Korea and Russia to carry out large-scale cooperation projects in the Arctic in earnest when the international environment changes in the future.
