Abstract

I examine the impact of immigrant inflows on workers’ compensation benefits in South Korea using data from the Industrial Accident Compensation Insurance (2013~2023) and the Ministry of the Interior and Safety’s Status of Foreign Residents by Local Government. To address endogeneity, I employ a 5-year stacked differences model (2013~2018, 2018~2023) combined with a two-stage least squares (2SLS) estimation strategy. While overall estimates are not statistically significant, heterogeneous patterns emerge across regions:immigrant inflows are associated with an increase in medical care benefits in the Seoul Capital Area, whereas they correspond to a decrease in disability benefits in non-capital regions. Positive effects appear in some categories during 2013~2018, but no significant results are observed in 2018~2023. These findings indicate that the effects of immigration vary across time and regions, suggesting the importance of tailoring occupational safety policies to regional contexts.
