지방의회의 상임위원회제도에 관한 연구 －16개 광역의회를 중심으로－

Abstract

Most of regional assembly install a few standing committees to vote for a scheme with dispatch. Although the Local Government Act guarantee the independence of local council but presidential order that low rank limited the number of standing committee. I mean to say presidential order that low rank defined the number of expert adviser, so a local council has limited standing committee The Congress's standing committee has to dispose expert adviser to judge item by the Local Government Act. So the wrong system is repaired. There is another problem. Most of standing committees must have the competent authorities to the Local Government Act. But the education committee can have only Seoul Metropolitan Office of Education. The education committee has no choie. This system weaken the profession of the standing committee in a local council. As a result, the presidential order that defined the number of expert adviser must be abolished. And the education committee has varius competent authorities alike other standing committees. We will look forward to development of local self-government.
