Abstract
This study attempts to examine the differences of local governments' service qualities by comparison of the statistical data before and after the year 1995 when the local governing has started under local election systems. The results based upon T-test and correlation analysis do not support C.M.Tiebout's hypothesis that people's preference for local governments is dependent upon the level of quality in education and welfare services provided by local governments. It is rather interesting, founded in the analysis, that the level of services qualities is higher in local governments where their financial resources are more dependent on the national subsidies and matching funds. It implies that the level of quality in education and welfare services is not directly related with the degree of financial independency of local governments, but is rather associated with the population differences. Although central government has increased the level of financial support to narrow the gap of service qualities among localities, it does not seem to be a fundamental policy remedies so far. It is now time to adjust the direction of policy of the central government for financial support in relation with local governments and demands from local communities.
