한국지방자치의 평가: 제도의 집행측면을 중심으로

Abstract

This article purports to evaluate the implementation of Korean local autonomy by applying its own analytical frame which consists of three dimensions of local autonomy--decentraliation, participation, and class neutrality. In doing so, it analyzed various governmental policies and the results of existing literature, and concluded that Korean local autonomy is still in the stage of under-implementation and needs further efforts to strenthen it, notwithstanding the fact that h
