이 논문은 현실주의의 힘과 구성주의의 정체성 변수를 결합한 ‘힘-정체성 복합모델’을 중일관계 분석에 적용하여 그 타당성을 검토한다. 현재의 중일관계는 힘-정체성 복합모델이 제시하는 4가지 유형 중에서 <제국시스템> 모델이 잘 적용된다. 제국시스템은 미국이 군사적으로 단일한 권력 중심에 있지만 미중 혹은 중일 사이의 정체성은 수렴되지 않는 상태를 말한다. 제국시스템 내의 국제관계와 위협의 정도는 도전하는 국가의 정체성에 크게 영향을 받는다. 흥미롭게도 일본 내의 대중 전략논의를 분석해보면 중국의 부상이라는 동일한 조건하에서도 중국의 정체성에 대한 인식에 따라서 선호하는 전략이 다르다는 것을 알게 되었다. 즉, 중국을 현상유지 국가로 인식하는 그룹은 <협력적 관여+약한 헤징> 전략을 선호하고 중국을 수정주의 국가로 인식하는 그룹은 <경쟁적 관여+강한 헤징> 전략을 선호하고 있었던 것이다. 따라서 일본의 대중국 전략이 왜 관여와 헤징을 혼합하고 있는지, 또 혼합전략의 방향과 강도를 둘러싸고 왜 치열하게 논쟁하고 대립하고 있는지는 힘-정체성 복합모델을 통해서 살펴볼 때 제대로 설명하는 것이 가능하다는 결론에 도달한다.
Abstract
This paper introduces the 'power-identity complex model' which combines two variables of the power of realism and identity of constructivism. The power-identity complex model has been applied to Sino-Japanese relations analysis. Interestingly, I find that even under the same conditions as the emergence of China in terms of power, the preferred strategy combinations differ according to the Japanese perception of China's identity, whether it is a status-quo state or revisionist state. Therefore, it is concluded that the debate over Japan's two-sided strategy and conflicting strategy sets of engagement and hedging can be explained by considering both power and identity variables at the same time.
