본 논문은 OECD 회원국 가운데 일본, 미국, 프랑스, 독일 등 22개 국가와 비교하여 한국의 녹색교통 경쟁력을 평가하고 경쟁력에 영향을 미치는 요인들을 분석하였다. 평가결과 한국의 녹색교통 경쟁력 수준은 최하위권인 22위일 정도로 매우 미약한 것으로 나타났다. 한국의 녹색교통 경쟁력이 낮은 것은 단위수송량당 에너지 소비와 이산화탄소 배출이 많고 저에너지 저탄소 교통시설의 이용이 저조한데서 기인한다. 단위수송량당 에너지 소비와 이산화탄소 배출이 많음은 여객 및 화물 수송에서 자동차에 대한 의존이 높고 자동차 수송의 효율이 낮은 것이 원인인 것으로 나타났다. 이는 녹색교통을 실현하는데 가장 핵심적인 사항은 자동차에 의존하는 교통체계를 근본적으로 바꿀 필요가 있음을 강하게 시사한다.
Abstract
The study evaluates Korea’s competitiveness for green transportation compared with 22 OECD Nations and analyses the major factors affecting the competitiveness. The result shows Korea’s competitiveness seems to be very weak. The weakness is caused by high energy consumption per vehicle kilometers travelled, high discharge rate of Carbon Dioxide (CO2) and low ratio of green transportation modes. It results from high dependancy of vehicles for the passenger and freight transport. This findings strongly recommend the current transportation systems to be changed for the success of green transportation.
