베트남의 2023년은 경제 부진, 외교 약진, 정치 정진의 시기로 평가할 수 있다. 2023년 베트남의 경제성장은 예상보다 낮아 5%대에 그쳤다. 글로벌 총수요 감소로 인한 상품 수출입 부진과 부동산․건설 침체로 인해 어려움을 겪었다. 외국인직접투자는 글로벌 공급망 재편 흐름에 힘입어 역대 최고 수준을 기록하고 첨단기술 산업 분야에서 대규모 외국인 투자자를 유치하고 있다. 외교적으로는 “외교 관계의 다양화, 다방화” 노선을 실천하며 특히 미․중과의 관계에서 유연하게 대처하는 베트남의 대나무 외교가 빛을 발한 한 해였다. 미국, 일본 등 주요국들과 포괄적․전략적 파트너십(CSP)을 맺었고 중국과의 관계도 한층 긴밀해졌다. 정치적으로는 보반트엉(Vo Van Thuong)이 국가주석을 승계하며 권력 구도에 변화가 생겼고, 정치 시스템 및 거버넌스 혁신 사업을 지속할 수 있는 기반을 구축했다. 향후 강력한 반부패 투쟁을 비롯한 “당 건설, 정돈” 사업이 계속될 것으로 예상된다.
Abstract
Vietnam's 2023 can be characterized as a year of economic sluggishness, diplomatic breakthrough, and political progress. Vietnam's economic growth in 2023 was lower than expected, hovering around 5%. It suffered from sluggish exports and imports and a slowdown in real estate and construction due to a decline in global aggregate demand. FDI is at an all-time high, driven by global supply chain decoupling and attracting large foreign investors in high-tech industries. Diplomatically, Vietnam's bamboo diplomacy, with its “diversification and multilateralization of diplomatic relations,” and its flexibility in dealing with the US and China, shone through, with the country signing Comprehensive and Strategic Partnerships (CSPs) with the US and Japan and deepening ties with China. Politically, Vo Van Thuong took over as State President, marking a shift in power and laying the groundwork for the continuation of the political system and governance renovation program. It is expected that the “Party building and reforming” project, including a strong anti-corruption fight, will continue in the future.
