베트남은 2018년에 GDP 성장률 7.08%라는 10년 내 최고의 기록적 성장을 나타냈고, 1인당 GDP도 2,587 달러로 증가하였다. 교역과 투자의 증가를 보면 베트남의 성장세는 부인할 수 없이 뚜렷하다. 베트남은 이처럼 공업-건설부문의 성장 등을 통해 산업 내실화를 기하고 있다. 하지만 이러한 성장방식은 외국인투자기업과 수출에 지나치게 의존함으로써 경제의 대외종속성의 심화라는 숙제를 남기고 있다. 정치적으로는 사회주의 체제를 견지하면서 체제 내 개혁(개선)을 도모하고 있다. 응우옌 푸 쫑(Nguyen Phu Trong) 공산당 총비서 겸 국가주석을 비롯한 현 지도부는 반체제 블로거를 단속하기 위한 사이버보안법을 집행하여 사회주의 체제에 대한 도전에 강력히 대처하고 있다. 또한 국회 및 공산당 중앙위원회에서 신임투표를 실시하는 등 당내 민주화를 추구하고 있는데, 이는 국가 지도자들에게 자기책임성을 강화하는 조치이면서 동시에 자기 검열이라는 복합적 상황을 만들고 있다. 이와 함께 현 지도부는 부패척결운동을 통해 국가 지도자들이 좀 더 책임감 있게 정책을 집행하도록 요구하고 있다. 대외적으로 베트남은 중국, 미국 등과 양가적 관계를 유지하면서 실리를 취하려는 실용적 외교를 지속하고 있다. 한국과의 관계에서도 투자유치를 위해서 긴밀하게 협력하면서 동시에 한국의 막대한 무역흑자를 어떻게 줄일 것인지에 대하여 고민하고 있다. 이는 한국도 베트남과의 관계를 장기적으로 지속하기 위해서는 호혜적 관계를 통해 양국이 상생하는 방안을 모색해야 한다는 점을 시사하고 있다. 이와 같이 2018년 베트남이 보여준 정치경제적 변화와 지속성, 개혁개방과 자주성, 보수적 사회주의 체제의 유지와 개혁이라는 모순된 목표의 어색한 동거는 당분간 지속될 것으로 보인다.
Abstract
In 2018, Vietnam had a GDP growth rate of 7.08%, its highest in ten years. GDP per capita also increased to 2,587 dollars. The increase in trade and investment makes it undeniably clear that Vietnam is experiencing continued growth. Vietnam is in this way reinforcing its industries through the development of its construction sector, etc. But this method of growth is overly reliant on foreign investment and exports, and thus leaves unsolved the problem of economic subordination to foreign countries. Vietnam is adhering to a socialist system while aiming for reform within that system. The current leadership, including General Secretary of the Communist Party and head of state Nguyen Phu Trong, is aggressively dealing with challenges to the socialist system by implementing a cyber-security law to monitor anti-regime bloggers. Furthermore, it is pursuing democratization within the party by, for example, holding a vote of confidence in the national assembly and the Central Committee of the Communist Party—a measure that has the complex effect of simultaneously strengthening responsibility to national leaders and self-censoring. The current administration is also demanding that national leaders implement policy in a more wholesome manner through an anti-corruption drive. Vietnam maintains a practical approach to foreign affairs, benefitting from ambivalent relations with China, the United States, etc. Even in the case of South Korea, it closely cooperates to attract investments while simultaneously wondering how to reduce Korea’s massive trade surplus. This implies that Korea, too, has to seek measures that encourage mutual growth through reciprocity in order to continue relations with Vietnam in the long term. Thus it appears that the awkward, contradictory cohabitation of politico-economic changes and sustainability, economic reform and autonomy, and a conservative socialist system and reform that characterized Vietnam in 2018 will continue for the time being.
