본 연구는 경기도 시범사업과 관련한 조례와 시범사업 평가위원회 자료를 바탕으로 시범사업과 관련한 운영체계 개선 방안을 제시하고자 하였다. 선행연구들을 바탕으로 시범사업과 관련한 이론적 논의를 진행하였고, 이와 함께 관련한현황분석을 실시하였다. 기존 연구들과 차별화하기 위해 해외의 시범사례 제시, 증거기반정책이론 적용, 사업담당자들과직접 인터뷰 방식을 사용하였다. 이러한 기존 연구들과 차별화된 방식을 통해 현재 이론적 논의에 머물던 선행연구와 다르게 실제 시범사업 실무에서 활용할 수 있는 시범사업 개선방안과 관련한 매뉴얼을 제시하였다. 본 연구는 분석과정을통해 시범사업과 관련한 조례 구체성이 부족한 점을 찾아내었고, 시범사업의 평가지표의 적절성 부족, 평가위원회의 역할에 대한 구체성 부족 등을 진단하였다. 또한 경기도의 시범사업이 사회적 갈등 수준이 낮고, 과학적으로 증명하기 쉬운 사업에 많이 진행되고 있어, 이러한 경향은 시범사업 본래의 목적과는 배치된다고 지적하였다. 따라서 본 연구에서는관련한 문제들을 개선하기 위한 방안으로 다음과 같은 대안을 제시하였다. 첫 번째로 시범사업을 갈등 수준이 높고, 과학적인 데이터와 자료를 획득하기 어려운 사업에서 적극적인 활용을 할 필요가 있다. 두 번째로 기초자치단체와 협력하여 시범사업을 진행할 경우 광역자치단체는 기초자치단체들에게 충분한 검토 기간을 부여하고, 재정적 지원을 해야 한다. 세 번째로는 시범사업의 원활한 진행을 위해서 신규사업과 시범사업을 쉽게 구분할 수 있는 매뉴얼을 제시하였다. 네번째로는 시범사업 평가위원회가 적절한 사업평가를 위해서 필요한 계획평가와 성과평가에 필요한 기준과 매뉴얼을 제시하였다. 마지막으로 시범사업의 본래의 목적에 맞게 사업 종료 이후 시범사업평가위원회가 선택할 수 있는 결정안들을 세분화하여 실무영역에 기여하고자 하였다.
Abstract
This study aimed to propose improvements to the operational system related to pilot projectsbased on the ordinances and data from the pilot project evaluation committee in GyeonggiProvince. Theoretical discussions on pilot projects were conducted based on previous studies,along with an analysis of the current situation. To differentiate from existing research, an analysisof overseas pilot cases, application of evidence-based policy theory, and direct interviews withproject managers were employed. Through this differentiated approach, a manual presentingpilot project improvement strategies that can be practically utilized in pilot project operationswas provided, departing from previous studies that remained in theoretical discussions. Throughthe analysis process, this study identified the lack of specificity in the ordinances related to pilotprojects and diagnosed inadequacies in the appropriateness of evaluation indicators and thespecificity of the evaluation committee’s role. Furthermore, it pointed out that pilot projects inGyeonggi Province are being conducted more on projects with low levels of social conflict andeasy scientific validation, which deviates from the original purpose of pilot projects. Therefore,this study proposed the following alternatives as solutions to address these issues. The study results suggest that Gyeonggi-do province should provide enough time for localgovernments to apply the pilot projects because these governments need time to review andanalyze the necessity of the pilot projects. Gyeonggi-do province should also provide sufficientfinancial support to local governments when the province conducts joint pilot projects withlocal governments. Second, Gyeonggi-do province should proceed with priority pilot projectsthat address the high levels of uncertainty and social conflict. Third, Gyeonggi-do provinceshould develop the manuals suggested in this study to ensure efficient operations and effectiveevaluations are performed. Lastly, we provided a detailed breakdown of decision options that thepilot project evaluation committee can consider after the completion of the project to align withthe original purpose of the pilot project.
