북한이탈주민의 범죄피해 보호제도 개선방안: 다문화주의 관점을 중심으로

이 연구는 북한이탈주민의 다문화적 요인들을 도출하고, 선행연구 결과 등에 비추어 범죄피해와의 관계를 살펴보고자 한다. 예컨대, 북한이탈주민의 ‘폐쇄적인 집단 문화 형성’ 요인이 그들의 범죄피해 취약성을 높일 수 있다는 지적 등이다. 나아가 북한이탈주민의 범죄피해 보호제도 실태를 분석해보고, 그 개선방안을 강구해본다. 한민족으로 간주되어 북한이탈주민을 우리와는 다른 특수성을 가진 집단으로 인식하지 못하는 한계를 극복해야만 보다 실효성 있는 범죄피해 예방 정책을 다룰 수 있을 것이다. 그동안 북한이탈주민을 한국 사회로의 일방적 동화 대상으로 바라보았다면, 다문화주의 관점을 통한 접근은 그들의 온전한 한국 사회 정착에 새로운 접근이 될 것이라고 기대한다. 이를 위해 다문화주의의 개념, 북한이탈주민의 범죄피해율, 피해 원인 및 제도상의 문제점을 면밀히 살펴보고, 북한이탈주민의 범죄피해 예방을 위한 방향을 제시해 본다.
Abstract
The study seeks to draw up multicultural factors for North Korean refugees and examine their relationship with crime victimization in light of the results of prior research. For example, it is pointed out that the “closing collective culture” factors of North Korean refugees could increase their vulnerability to crime damage. Furthermore, this study analyzes the status of the crime protection system for North Korean refugees and devise ways to improve it. Only when we overcome the limitations of not recognizing North Korean defectors as a group with different characteristics from ours, we can address more effective prevention of crime damage. If North Korean defectors have been viewed as one-sided assimilation into South Korean society, it is expected that the approach through the multiculturalism perspective will be a new approach to their complete settlement of Korean society. To this end, this study closely examine the concept of multiculturalism, the crime rate of North Korean refugees, the cause of the damage and the problems in the system, and suggest a direction to prevent criminal damage to North Korean refugees.
