초록

20세기 세계 대전 이후 국제적 차원에서 다뤄지기 시작한 ‘인권’은 이제 우리 생활 곳곳에서 익숙한 것이 되었다. 성소수자, 여성, 어린이, 청소년의 권리 주장 뿐 아니라 노동환경, 군대문화 개선과 같은 다양한 주장에서도 인권이 중요하게 부각되고 있다. 또한 국내외에서 인권 보호를 위한 기구와 제도 역시 증가하였다. 이러한 맥락에서 인권교육은 더 나은 인권문화 형성을 위해 강조되고 있다. 1994년 ‘유엔 인권교육 10년 행동계획’과 인권교육의 단계적 확대 계획을 담은 ‘1, 2차 세계인권 교육프로그램’들은 인권교육의 중요성과 지속성을 보여주었다. 특히 2010년 발표된 2차 계획은 인권교육의 확대와 내용면에서 심화를 위해 고등교육기관에서의 인권교육 당위성을 강조하였다. 그렇다면 현실은 어떠한가? 이 연구는 한국 고등교육에서의 인권교육을 살핀다. 인권교육이 고등교육기관으로 확대된 것이 1) 각 학문분과의 시각과 수업 양식 전반에 이뤄지고 있는지, 2) 인권이 전문 지식 영역으로 정교화 되었는지 나누어 분석한다. 이를 위해 4년제 대학을 중심으로 개설된 인권수업들을 조사하였다. 구체적으로는 인권 수업 명, 수업 개설 수, 인권 관련 학위 과정이나 교육 프로그램 등을 포함하였다. 분석 결과, 현재 고등교육에서 행해지는 인권교육은 다른 학문 영역보다 법학을 중심으로 나타나고 전공 수업으로 주로 개설 되어 전반적으로 이뤄지지 않을 뿐만 아니라 인권분야의 전문화도 학위 과정의 수가 적고 체계적인 전문가 양성 과정을 이행하지 못하고 있는 것으로 나타났다.

Abstract

The second phase (2010-2014) of the World Programme for Human Rights Education calls for an action for human rights education in higher education. While the plan has been widely promoted, there has been little national level research analyzing human rights education in higher education. Human rights education in higher education is important not only for educating ethical citizens committed to human rights but also for knowledge and expertise to meet current human rights challenges. Using empirical data on human rights education at both undergraduate and graduate levels in Korea, this research examines and evaluates human rights education in higher education in South Korea. Findings suggest that human rights education in higher education in Korea has not been accessible to students majoring in broad range of disciplines but to few social science and law majors. It also lacks academic programs specialized in human rights, which is essential to create knowledge and experts in human rights. Implications and future directions are discussed.
