대학에서의 인권교육 활성화를 위한 학내 기구의 역할과 발전방향

초록

대학생들은 졸업 후 바로 사회로 진출한다. 따라서 대학생들은 대학에서 교육받은 내용을 사회에 바로 적용하게 된다. 이러한 측면에서 대학에서의 인권교육은 중요성이 높다. 그럼에도 불구하고 대학 내의 인권교육에 대한 관심은 그리 높지 않다. 인권교육에 대한 관심이 낮은 탓에 대학 내 인권교육에 대한 연구도 많지 않다. 각 대학들은 인권관련 기구를 다양한 형태로 운영하고 있다. 대체적으로 대학내에 고충상담소, 학생생활상담소, 성희롱, 성폭력 상담소를 작은 규모로 설치하여 운영중이며, 일부 대학은 한단계 발전하여 성희롱, 성폭력 사건을 포함한 전반적인 인권침해 사건을 접수하고 처리하기 위한 인권센터를 설치하여 운영중이다. 대학에 설치된 성희롱, 성폭력 상담소의 역할은 피해자에 대한 구제 및 가해자에 대한 교육, 대학 내 성희롱, 성폭력, 성매매 예방교육 등 한정적인 역할에 머물러 있다. 이에 반하여 인권센터는 대학 내 구성원들의 인권의식을 향상시키기 위하여 다양한 프로그램을 운영중이다. 하지만 인권센터를 설치한 대학은 몇몇 대학에 불과하다. 그 이유는 국가에서 제도적으로 성희롱, 성폭력 상담소 설치는 강제하고 있지만, 인권센터의 설치는 의무로 하고 있지 않는 점과 대학 운영주체가 인권의 중요성에 대해 인식이 낮기 때문으로 보인다. 하지만 인권의 중요성은 날로 높아지고 있으며, 대학도 이러한 추세에 발맞추어 학내 구성원들의 인권의식 향상을 위한 노력이 필요한 것으로 보인다. 그러한 시도 중 하나로 학내 인권 허브로서 인권센터의 설립과 역할 강화를 제시하고자 하였다.

Abstract

Students in University enter society right after graduation. Therefore, university students directly apply the contents of university education to society. In this respect, human rights education at universities is very important. Nevertheless, interest in human rights education in the university is not so high. Because there is little interest in human rights education, there are not many studies on human rights education in universities. Universities operate human rights organizations in various forms. In general, there is a small-scale establishment of a complaint counseling center, a student counseling center, sexual harassment and sexual violence counseling center in the university. Some universities have established a Human Rights Center to handle and deal with general human rights violations including sexual harassment and sexual violence cases. It is in operation. The roles of sexual harassment and sexual violence counseling centers in universities remain limited roles such as relief for victims, education for perpetrators, sexual harassment at universities, sexual violence, and prostitution prevention education. On the other hand, the Human Rights Center is running various programs to improve the human rights awareness of members of the university. The importance of human rights is increasing day by day and the university seems to need efforts to improve the human rights awareness of the members in line with this trend. One such attempt was to propose the establishment and strengthening of the human rights center as a human rights hub in the University.
