본 연구의 목적은 4차 산업혁명이라는 구호 아래, 만물의 디지털화와 기하급수적 기술발전을 추구하는 과정에서 우리가 (때로는 무의식적으로) 행위의 출발점으로 삼고 있거나, 출발점으로 삼아야 할 가치 기준에 대한 성찰이라 할 수 있다. 이러한 ‘가치 판단에 대한 과학적 비판’은 다음과 같은 의문에 입각해 진행될 것이다. ‘디지털 혁명의 기술 시스템이 반영하고 있는 목적과 이념들은, 자유주의적 이상과 목적 그리고 이것이 전제로 삼고 있는 가치 체계와 어떠한 관계를 맺고 있는가?’ 자유주의 체제는 종종 가치중립성을 내세우며 공리주의로 흘러가는 경향을 보이는데, 이를 정당화하기 위해 형식적 다수결주의와 국가이성의 논리가 동원된다. 오늘날 자유주의 세계에서 디지털 혁명의 기술 시스템 또한, 이에 대한 가치 판단을 유보한 채, 주로 공리주의적 논리에 입각해 수용되고 있다. 물론 여기에는 과학기술이 이념으로부터 독립된 중립성의 영역이라는 사회적 통념이 반영되어 있다. 그러나 오늘날의 디지털 혁명은, 20세기의 그것과는 달리, 이해관계에 입각한 첨예한 정치성을 노정하고 있다. 더욱이 가치중립성에 입각해 받아들인 작금의 디지털 기술 시스템에는 ‘기술적 특이점’의 발상이 반영되어 있는데, 이는 테크노퓨처리즘의 진화론적 이념과도 연계된다. 그러므로 이러한 세계관과 이에 최적화된 기술 시스템은, 자유주의 정의론을 떠받치고 있는 근본 개념들과 딜레마를 일으키고 있다. 이러한 맥락에 따라, 본 연구는 가치중립성의 문제와 더불어 다음의 3가지 개념을 중심으로 논의를 진행하고 있다: 자율성(autonomy), 호혜성(reciprocity), 소유권(ownership).
Abstract
This study aims to examine the value criterion of the ongoing digital revolution. It goes with critical queries such as, “What is the purpose and ideology of the revolution and what are their relations like, today, with the value system of liberalism?”, and “What kind of values could we put in jeopardy by bringing the cybernetics society into the liberal world?” It is not unfamiliar for liberalism to make way for utilitarian logic (i.e., majoritarianism or national interest) at the moment of political decision, and the pattern is often justified by the concept of “value neutrality”. The technological systems of today’s digital revolution have also been widely accepted from utilitarian perspectives. However, while we consider them as value neutral, today’s digital revolution is getting more political among various interested parties. Furthermore, unlike our belief in their neutrality, the current technological systems reflect the very conception of a “technological singularity” connected to the apocalyptic narrative of Silicon Valley’s techno-futurism. And this widespread techno-cultural wave makes cracks in the basic principles of liberal justice. Therefore, this study is mainly concerned with the liberal concepts of autonomy, reciprocity and ownership with the problem of neutralism in the era of the new industrial revolution.
