초등학교 생존수영교육의 현황과 교육 실천의 문제점 및개선 방안 연구

2014년 세월호 침몰 사고 이후 교육부, 시도교육청, 지자체의 협업을 통해 초등 3～6학년 대상 생존수영 의무 교육이 시행되었다. 그러나 생존수영교육의 내용과 절차, 지도자 선정 및 인프라에 관한 문제점은 여전히 제기되고 있으며, 무리한 정책의 확대로 생존수영 자격증 발급기관이 난립하여 실제 교육 현장을 고려하지 않고 있다는 점이 지적되고 있다. 이에 이 연구는 생존수영교육 관련 문헌고찰과 현장조사를 바탕으로 생존수영교육의 문제점을 진단하고 개선방안을 제안하는 것을 목적으로 하였다. 연구방법으로 문헌 고찰과 키워드 네트워크 분석, 수영강사와 초등학교 교사, 정책 전문가와의 심층 면담과 반복적 비교분석법을 사용하였다. 연구결과 첫째, 생존수영 교육의 현황은 2017 생존수영 교육과정과 2022 체육과 교육과정에서 영법 수영 중심에 생존수영이 포함되었으며 초등학교를 중심으로 연구가 다수 진행되었고, 교사와 강사의 인식 연구가 존재하지만, 다수의 연구에서 지도자의 역량 강화와 교육에 대한 중요도가 높은 것으로 나타났다. 둘째, 생존수영 교육 실천의 문제점으로 교육 과부하, 인프라 부족, 교육의 일관성 부족, 이를 위한 개선방안으로 정책 지원 강화, 교육내용 및 기간의 강화가 도출되었다. 연구결과를 바탕으로 생존수영 교육의 효과적인 실천을 위한 교육내용의 일관성, 지도자의 전문성 강화, 교육 인프라 개선, 환경 조성의 필요성을 제안하였다.
Abstract
Since the Sewol ferry sinking in 2014, survival swimming education has been expanded from the third grade of elementary school to each grade through the collaboration of the Ministry of Education, provincial education departments, and local governments, starting with the 2015 revised curriculum. However, various issues regarding the content and procedures of survival swimming education, selection of instructors, and infrastructure have been raised on various fronts, and survival swimming education policy studies have pointed out that there are many survival swimming certificate issuing organizations due to the unreasonable expansion of the policy, and that the system is not systematic because it does not consider the actual training site. Therefore, this study aims to propose improvement measures for survival swimming education based on a literature review and field research on domestic and international survival swimming education. As a research method, data were collected through literature review, in-depth interviews with swimming instructors, elementary school teachers, and policy experts, and data were analyzed through keyword network analysis and iterative comparative analysis. The results showed that, first, the current status of survival swimming education is that survival swimming has been included as the center of stroke swimming in the 2017 survival swimming curriculum and the 2022 physical education curriculum, and many studies have been conducted in elementary schools, and although there are studies on teachers' and instructors' perceptions, many studies emphasize the importance of capacity building and training for leaders. Second, as problems in the practice of survival swimming education, education overload, lack of infrastructure, and lack of consistency in education were identified as ways to improve it, such as strengthening policy support and strengthening the content and duration of education.
