러시아는 지난 20년 간 일정한 수준의 민주화와 근대화의 진전을 이루어왔다. 그러나 러시아에는 소연방 시기에 냉전적 대결을 펼쳤던 서구가 덧씌워놓은 적대적 고정관념과 부정적 이미지가 여전히 덧씌워져 있다. 그 결과 러시아는 에너지 산업과 국가안보, 소수민족 및 접경한 약소국과의 관계 설정 문제 등에 있어서 국제사회로부터 러시아의 핵심적인 국익을 지켜내는데 상당한 견제를 받고 있다. 2000년대 이후 러시아는 국제사회로부터 받고 있는 부정적인 시선을 극복해내고 긍정적인 국가이미지를 창출하고자 공공외교의 노력을 시도하고 있다. 이 연구는 러시아가 새롭게 시도하고 있는 공공외교의 노력을 고찰한 것이다. 연구의 내용은 러시아 공공외교의 특수성과 보편성을 고찰하고 그 사례로 러시아-폴란드 관계의 진전과정을 분석하였다. 오늘날 국제사회에서 러시아의 공공외교 노력이 부분적인 성과를 거두고 있는 것은 사실이다. 그러나 러시아는 여전히 국제사회의 부정적 이미지를 털어내는데 한계를 노출하고 있다. 민주주의의 퇴행, 부패와 마피야 범죄, 경제적 침체, 에너지 자원의 국가 통제, 나토확장에 대한 반발, 그루지야 전쟁과 체첸문제 등이 러시아의 부정적 이미지를 강화시키는 원인으로 작동한다. 따라서 러시아는 국제사회가 요구하는 근본적인 문제에 대한 우선적인 진전을 실행한 다음에야 비로소 이미지 개선효과를 기대할 수 있을 것이다.
Abstract
The goal of this paper is to review and analyze Russia's public diplomacy focusing on the aspects of peculiarity and universality including a case of the progressive relation between Russia and Poland. Despite its progression towards democratization and modernization, Russia has yet to get out of negative image that is rooted in the Soviet-era stereotypes. Since 2004, Mr. Putin has allocated millions of dollars to various public diplomacy initiatives in an effort to project a more positive image of Russia in the international community. But Russia still faces a number of challenges to overcoming its unfavorable reputation. Some of the key issues adversely affecting Russia’s pubic diplomacy efforts are a controversial crackdown on the media, involvement in Chechnya and Kosovo, opposition to NATO expansion, an increasing control on energy, and an allegedly authoritarian regime. In concluding, Russia ultimately should seeks to practice democracy and maintain economic ties, foster good relations with international community first. After then, the public diplomacy efforts will bear fruit in time.
