최근의 전쟁양상은 과거의 전쟁과는 확연히 구분되어 첨단 정보ㆍ과학전 능력이 전쟁의 승패를 결정짓는다. 전쟁양상의 변화에 따라 각 국가들이 국방력 강화를 위해 추구해야할 요소들 또한 변화되었다. 또한, 북한을 비롯한 중국과 일본의 첨단 군사력 증강은 동북아 지역의 패권 경쟁을 예고하고 있으며 향후 우리 안보정세에 있어서의 심각한 위협 요인으로 대두되고 있다. 따라서 미래 전에 대비한 첨단 기술소요를 선별하여 전략적 차원에서 집중 개발함으로써 신기술, 신개념의 미래첨단 무기 개발능력을 확보하여 자주국방을 수립하기 위한 기반을 시급하다. 이를 위해, 본 연구에서는 국방연구개발 역량 강화하여 핵심기술의 개발 및 선진기술 추격을 위한 전략적 R&D 거버넌스를 구축하고자 한다. 본 연구는 크게 세 가지로 나누어 볼 수 있는데, 첫 번째로 기술 추격형 국방연구개발 사업의 R&D 거버넌스 모형 수립을 위한 기존 거버넌스에 관한 이론연구이다. 기존 거버넌스 연구는 공통문제 해결기제로서의 거버넌스, 정부 관련 공통문제 해결기제로서의 거버넌스, 신 거버넌스의 측면으로 나누어 살펴보았다. 두 번째는 국방연구개발 전략 수립을 위한 R&D 거버넌스 핵심 프로세스를 통한 전략제시이다. 이는 전략적 의지를 통한 국방연구개발 사업 결정, 핵심기술 지식기반 확충, 개방형 국방연구개발을 위한 유기적인 조직체계 구축, 국방연구개발 프로젝트 관리 방안 측면에서 분석해보았다. 세 번째는 R&D 거버넌스 전략모형과 T-50 사례분석이다. T-50 사례는 기초연구 단계, 탐색개발 단계, 체계개발 단계 별로 본 연구에서 제시하는 R&D 거버넌스 전략모형에 비추어 사례분석을 실시하였다.
Abstract
Today, the phase of modern war is very different from past war. That is, the winning of war depends on the ability to obtain information and high technology. The purposes of this research are to propose an effective R&D governance model in national defense sector and to present R&D strategy for obtaining core national defense technology. As a part of collaborative innovation, the strategy to exchange R&D results actively between the defense sector and the private sector will be discussed. The main contribution of this research is clearly defining the concept of R&D governance in national defense sector and applying it to an actual case. The national defense R&D governance model proposed in this paper is based on the characteristics of national defense R&D which are different from other industries. The analysis of business success factors for national defense R&D through the T-50 case study is presented in detail. The T-50 case study reveals the importance of strategic intent, core technology knowledge base, organizational structure, and project management.
