국방획득정책과 T-50 고등훈련기 연구개발의 성공사례

최근 첨단 무기체계의 중요성은 높아지고 있으나 우리나라 국방과학기술의 수준은주요 선진국에 비해 낮은 상태이다. 이를 해결하기 위해 국방부는 해외구매보다 국내연구개발을 확대하고 연구개발 사업에서 민간 기업의 참여를 확대하는 등의 정책적인변화를 시도하고 있다. 국방획득정책의 지향점이 변화함에 따라 국내 기업도 자체 연구개발 능력을 증가시키기 위한 노력이 필요할 것이다. 국내 최초 업체주도 체계개발사업인 T-50 고등훈련기 사업에 대한 연구 결과 업체주도 연구개발의 가능성과 핵심기술의중요성을 확인할 수 있었다. 한국 방위산업이 군사적 차원의 국가 안보의 목표를 넘어경제성 있는 산업으로 발전하는 포괄적인 안보의 역량으로 발전하기 위해서는 혁신시스템의 주체라고 할 수 있는 정부와 민간업체의 연계가 강화되어야 할 것이다. 이를위해서 업체주도 연구개발의 활성화를 통해 민간 기업 역량을 높이는 것이 선행조건이되어야 할 것이다.
Abstract
Although the importance of high-tech weapon systems are increasing, defense science and technologies of Korea are remained in low levels compared with major developed nations. To solve this problem, Ministry of National Defense (MND) has changed the defense acquisition policies into the domestic R&D, which defense firms could participate in, rather than importing oversea weapon systems. The objective of these policies is to reinforce R&D capability of defense firms. Through this study on T-50 Advanced Jet Trainer project, which is led by a defense firm, we argue the effectiveness of R&D led by defense firms and importance of core technology. To develop Korean defense industry having comprehensive security that contains military security and economical capability,government and defense firms, as the actors of National Innovation System (NIS), should reinforce the linkage among them. The preceding condition for this should upgrade the capabilities of defense firms from activating the R&D led by the defense firms.
