Abstract

This study aims to develop the SITECS evaluation framework as a theoretical model for systematically evaluating digital-based science education platforms and to conduct a comparative analysis of major international platforms based on this framework. The SITECS framework consists of five dimensions: Scientific Inquiry Support, Technology Integration Level, Learner Engagement, Curriculum Alignment, and System Scalability. Each dimension was derived based on relevant theories. To develop the framework, a Delphi survey was conducted with a panel of experts comprising five science education specialists and five educational technologists. Content validity (CVI=0.92) and reliability (Cronbach’s α=0.89) were established to ensure validity and internal consistency. Applying the developed framework to compare and analyze representative platforms from Korea (Intelligent Science Lab ON), the United States (PhET), and Europe (Go-Lab) revealed that each platform possesses unique strengths and limitations. Korea's strength lies in its strong curriculum alignment, though while it provides opportunities for learner engagement, autonomy is limited. The US platform excels in the accuracy of science content and the reliability of its technology base. Europe's platform demonstrated excellence in inquiry support and international scalability, but its services are currently inactive. This study contributes by establishing a theoretical and practical foundation for platform design and policy development by applying a multidimensional science education platform evaluation framework to compare and analyze each country's major science education platforms.
