하우징퍼스트(Housing First)의 특징과 원칙: 한국 노숙인 주거정책을 위한 함의

초록

최근 노숙인 정책의 변화 기조에 따라 주거중심의 지원체계 구축에 대한 필요성이 증대되면서 하우징퍼스트(Housing First) 모델에 대한 관심이 증가하고 있다. 그러나 아직 한국의 노숙인 분야에서 하우징 퍼스트의 철학적 기반, 원칙과 주요 특성을 심도 있게 검토한 경험은 매우 미비하다. 이에 국내 노숙인 정책에 하우징퍼스트 모델을 적용하기 전에 이에 대한 이해와 지식적 기반을 확대하는 노력이 요구된다. 이에 본 연구는 미국에서 시작된 하우징퍼스트 모델의 개념과 철학적 기반, 그리고 원칙을 검토하고 홈리스 정책의 주요 이론적, 철학적 기반으로서 하우징퍼스트의 역할을 고찰하고자 한다. 이와 함께 하우징퍼스트 관점에 근거하여 한국의 현재 노숙인 정책의 주요 특성과 변화 특성을 살피고 하우징퍼스트모델의 한국 노숙인 정책에 적용 가능성을 탐색적으로 고찰하여 정책적 제안을 시도하였다

Abstract

Recently, in Korea, as the demand for reforming the previous homeless housing policies, which are based on the traditional Staircase model and institution-centered model, is increasing, practitioners and researchers suggest to adopt Housing First model in Korea context. Housing First has been a major response to homelessness and it is characterized as overcoming the limitations of previous housing policies for homelessness in many countries. However, despite the growing interests on Housing First in Korea, only few studies about Housing First have been done and knowledge and understandings on Housing First is insufficient. Adding to this, given this background, this study aimed to review the principles and core elements of Housing First model and to critically review Korean national housing policies for the homeless.
