공무원의 전문가적 정체성과 책임: 일반채용과 경력채용 공무원의 인식 탐색

An Exploratory Study on Professional Identity and Accountability of Civil Servants

초록

행정의 전문성 향상을 위한 여러 정책이 추진되는 가운데 정작 공무원들은 전문직으로서의 직업적 정체성을 인식하고 있는가. 이 연구는 전문가로서 공무원의 정체성이 무엇인가를 이론적으로 구성해보고, 실제로 공무원이 자신을 전문가로서 인식하며 전문가로서의 책임을 인식하는지를 탐색하는 것이 목적이다. 공무원이 스스로를 전문가로 인식하고 있을 때 비로소 공무원에게 전문가적 책임을 물을 수 있기 때문이다. 이를 위해 전문가적 정체성을 전문가적 통제, 전문성의 습득, 전문직업적 활동 영역에 관한 인식이라는 세 차원으로 구성하고, 이에 관하여 일반채용 공무원과 경력채용 공무원에게 심층 인터뷰를 진행하였다. 분석 결과 다음의 가능성을 제시할 수 있었다. 첫째, 공무원들은 전문가적 통제를 인식하는 수준이 낮게 나타났다. 대부분의 면담자는 특정 분야의 전문윤리와 공무원으로서의 공직윤리를 구별하지 않았고, 외부 전문가집단과의 관계는 일회적 업무 관계거나 비공식적 관계를 통하여 사적으로 유지되는 정도로 인식할 뿐, 행위의 통제기준으로 인식되지 않았다. 둘째, 공무원의 전문성에 관해 일반채용 공무원은 자신의 전문성을 부처 전반을 걸친 경험과 조직 관리에 관한 내용으로 인식하는 반면, 경력채용 공무원은 특정한 전문기술 및 지식을 체계적으로 교육받고 공인받는 배타적인 역량으로 인식하였다. 셋째, 전문직업적 활동 범위를 정부 밖으로 확장하여 인식하는 수준이 높지 않았으며 경력채용 공무원도 공직에 근속하려는 의지가 높고 자신의 처우와 관련된 경우에 한하여 비판적 시각이 강하였다. 향후 공무원의 전문가적 정체성과 책임에 관한 실증조사가 진행되어야 공무원의 전문성 부족 및 왜곡, 위축의 이유를 밝힐 수 있을 것이다.

Abstract

Over the last two decades, the Korean government has put forth an effort to enhance civil servants’ professional accountability since it had come under criticism for lack of professionalism. For the success of its efforts, the most essential thing might be whether the civil servants have professional identity or not. When the civil servants perceive themselves as a professional with specialty, they would take their own responsibility for serving the public. This study aims to explore the professional identity of civil servants in Korean central government by applying a qualitative method. It suggests that the professional identity of civil servants consists of three dimensions: the sensitivity on internal and external professional control, the exclusiveness on acquisition of expertise, and the perception on the scope of occupational field. As results of 15 civil servants’ interviews (including 9 civil servants hiring with experience and 6 civil servants hiring by open competitive examination), they seem to commit to their organization rather than to their occupation and to be less restricted by professional standards and external expert group evaluations. As a result, it is hard to determine whether Korean civil servants under the position rotation system have strong professional identities or not. More research is needed in follow-up studies to ascertain the factors which have an influence on professional identity.
