지방행정개혁의 성패는 정치적 관계에 의해 결정되는 경우가 많다. 따라서 이의 성공을 위해서는 정치적 대립구도를 정확하게 이해할 필요가 있다. 본 연구는 일본의 지방행정체제의 구축을 둘러싼 관료의 정치적 대립구도에 초점을 맞추어 분석한다. 이를 위해 집권분권론, 아마카와 모델, 니시오 모델 등 선행연구를 비판적으로 검토하여 이로부터 대립구도를 분명히 한다. 그리고 역사적으로 일본의 지방행정개혁, 특히 도주제 개혁를 중심으로 대립구도를 분석하였다. 그 결과 메이지(明治)유신 이후 집권, 융합, 통합된 지방행정체제가 성립하였다. 그러나 시대의 변화에 따라 다양한 개혁안이 등장하나 관료정치의 대립에 의하여 결국 개혁은 실패하고 현실적인 제도로 정착되어 감을 볼 수 있었다.
Abstract
In many occasions, the success of administrative reform in local government depends on how its political relationship is constituted. Therefore, it is critical for reformers to clearly understand the confrontational aspect of the reform so that it can be successful. This study analyzes the conflictual aspect of bureaucratic politics in regard to the establishment of administrative system in Japan’s local government. For this purpose, the present research introduces and defines confrontational aspect model after critically reviewing past literature such as centralization- decentralization theory, Amakawa model, and Nishio model. Based on the confrontational aspect model, this study analyzes the conflictual relationship in administrative reform in Japanese local government, particularly ’doshusei’ reform. According to the analysis, since Meiji restoration, centralized, fused, and integrated local administrative systems have been appeared. Although various reforms have been introduced over the years, they failed due to the conflict of bureaucratic politics. Eventually, these reforms settled down to more practical systems.
