교통접근도가 인구유입 및 지역 내 총생산에 미치는 영향 분석

본 연구는 도로 및 철도와 같은 접근도의 변화가 지역의 인구유입과 GRDP의 특성 변화에 미치는 영향을 분석하여, 접근도 제고를 통해 지역성장을 활성화할 수 있는 정책대안을 제시하는 것을 주요 목적으로하고 있다. 본 연구에서는 226개 기초자치단체에 대한 2005년부터 2016년까지의 패널자료를 구축하였고 인구유입 모형과 GRDP모형을 각각 2005 년~2016년, 2010년~2016년까지의 시간범위에서다양한 공간패널모형을 응용하여 분석하였다. 분석결과 도로의 접근도 개선은 주요 결절지역에 주안점을 두기보다는 균형발전에 기초한 형평성 있는 접근도 개선이 필요할 것으로 분석되었다. 반면 철도접근도의 제고는 정차역이 위치한 해당 지역보다는 인접한 주변지역에서의 경제적 편익이 훨씬 크다는 것을보여주고 있다. 따라서 철도접근도 제고를 통한 지역개발정책의 경우 철도망 확충은 물론 주요 거점의 정차역과 연계된 도로망 확충을 통한 주변 지역의 접근도 개선 정책이 바람직한 것으로 분석되었다.
Abstract
The purposes of this study are firstly to measure spatial spillovers of transport infrastructure investment on the influx of population and gross regional domestic products and secondly to present policy implications to enhance the effectiveness of the transportation infrastructure with respect to economic efficiency and balanced regional development. This study utilizes panel data that encompass 226 local autonomies from 2005 to 2016. This study utilizes the 2005 to 2016 panel data to investigate influx of population model and the 2010 to 2016 panel data to analyze the gross regional domestic product model. Through the application of the spatial panel model that best fits the spatial structure of our data, we were able to test our research hypotheses. Based on the findings, this study makes two policy recommendations. First, road accessibility should be improved to target whole regions for equity based on a balanced development strategy instead of concentrating on the nodal region. Second, an increase of railways in the nodal region is closely related to the efficiency gains of neighboring regions. A future policy to target the increase of railway accessibility to a nodal region should go along with an increase in road accessibility of neighboring regions that are connected to the nodal region.
